The CTIC Foundation was born in December 2003, by the initiative of a group of regional enterprises and of the Regional Government of the Principality of Asturias. The foundation by-laws allow for the joining of organizations and enterprises interested in the development of the Information Society and of research within the ICT field in Asturias.

At present, the foundation includes 13 trustees: 11 enterprises within the ICT field, the Regional Government of the Principality of Asturias and the State public body Red.es.
