In 2004, the Regional Government of the Principality of Asturias, aware of the need to
homogenize the applications it had to develop, took the strategic decision of building a
technological platform for the standardization of such applications: the J2EE Framework. The
construction of this platform involved a multidisciplinary team, known as Framework Base Team, made
up of a staff from different sector companies. This team started their work in September 2004 and,
by the end of this year, transmitted, through training, the knowledge acquired from other
professionals belonging to different sector companies.
During this training process, a lack of qualified staff for technological development of high
complexity was detected and, therefore, the risk that regional sector companies would miss future
opportunities on the Principality Tenders. This would mean an important competitive disadvantage
for a young business sector with great growth potential.
Thus, the Economy and Public Administration Regional Ministry of the Principality
of Asturias, decided to give a public grant for the development of activities that would help
regional companies to be technologically competitive. These activities are developed under the
Initiative for Training and Employment within the Technological Field of the Principality of
Asturias, generally known as the Digital Adaptation Project.
