He is Bachelor’s Degree in Psychology from the University of Oviedo. In the 90s he worked on the design and management of European projects related to the information society and regional development. His professional career has been linked to the development of the Internet and the Information and Communication Technologies for over 20 years.
He was director of a Training Centre in New Technologies (Aviles, Asturias-Spain), where he led numerous projects in the field of the Information Society. He was responsible for strategic plans for the development of the Information Society. He was responsible of the Information Society department at FICYT (Foundation for Innovation, Science and Technology of Asturias-Spain). He was expert Advisor for the innovation and technological development programs. He was Manager of the project that promoted the creation of the W3C Office in Spain (currently located at CTIC’s premises). He was a member of the W3C Advisory Committee.
He is member of the Impartiality Committee of AENOR; Secretary of the International Foundation GKPF (Global Knowledge Partnership Foundation); Member of the Expert Group of Technology Based Firms of Asturias; Member of the Asturian Science, Technology and Innovation Council; Author of several articles and papers on human resources, territorial and technological development; Co-author of books such as “i-Economy”, “ICT Economy, innovation and competitiveness”. He designed the strategy and the establishment of the Technology Centre, where he is currently General Director (CTIC).
