Access to Base Registries (ABR): Access to and interconnection of base registries of European public administrations

Base registries are the cornerstone of electronic public service delivery in Europe. ABR addressed the need to improve national and cross-border access to these registries, in line with the "once-only" principle, which avoids repeatedly asking citizens and businesses for data that the administration already holds.

The objectives of the project were:

• To define a common framework for the access to and interconnection of base registries across Member States.
• To finalize and test the BRegDCAT-AP technical specification, based on the DCAT-AP standard.
• To run and document proofs of concept on the specification.
• To create reusable tools that would help Member States build their own registries of registries.

CTIC's participation was built around the following pillars:

• Technical specification: finalization and testing of the BRegDCAT-AP specification.
• Practical validation: execution of proof-of-concept pilots and preparation of the corresponding reports.
• Reusable tools: development of utilities to support Member States in creating their registries of registries.

Trasys International, the awardee of the European Commission's framework contract (DG DIGIT, Digital Services Directorate, Interoperability Unit D2), relied on CTIC's collaboration to carry out these tasks under Action 2016.28 of the ISA² Program.
