AVISAP: Platform for locating and eradicating the Vespa velutina in Asturias

AVISAP was a pilot project that assessed the effectiveness of measures and protocols for monitoring, detecting, and eradicating the Vespa velutina (Asian hornet) in Asturias. CTIC worked with Serpa S.A. to launch a platform that made the data collected during the monitoring process available to stakeholders: government agencies, the beekeeping and farming sectors, and the public.

The project aimed to coordinate control actions against the Vespa velutina, an invasive species with ecological, economic (especially for beekeeping and fruit growing), and social impact, through the management of founding queen trapping, the recording of nest sightings, and their subsequent removal.

The objectives of the project were:

  • To assess, through a pilot project, the effectiveness of monitoring and management measures and protocols against the Vespa velutina.
  • To coordinate the trapping of founding queens and the recording of nest sightings and removals.
  • To channel the participation of the public, the beekeeping sector, and the farming sector in trapping and nest reporting.
  • To allow the government agencies involved to reuse the information collected, in line with the protocols of the Spanish Government's open data initiative.

The areas on which AVISAP was built were:

  • Monitoring platform: development of a system that collected and provided access to the data generated during trapping, sightings, and nest removal.
  • Open standards: an environment developed in accordance with the recommendations of the World Wide Web Consortium (W3C), a consortium that hosts its Spanish office at CTIC.
  • Data reuse: compliance with the requirements for public sector information (PSI) reuse, the regulatory framework governing how third parties may make use of data generated by public administrations, thereby facilitating its use by the government agencies involved.

CTIC worked with Serpa S.A. to launch the platform, contributing its experience in developing environments that comply with W3C standards and its technical input on open data and PSI reuse, thereby making the data generated during the monitoring of the species available to stakeholders (government agencies, the beekeeping sector, the farming sector, and the public).
