CTIC developed a model for measuring open data maturity and assessed the readiness of public bodies in Chile, Colombia, and El Salvador to implement open data government principles and practices.

The project responded to the need for dedicated indicators to measure a country's readiness and feasibility for implementing open data, given the lack of specific references for the region.

The objectives of the project were:

  • To develop a model of maturity and feasibility indicators for implementing open data.
  • To run pilots in seven public bodies in Chile, Colombia, and El Salvador.
  • To identify the technical and economic factors that facilitate or hinder data openness in the region.

To develop the model, interviews were conducted with various stakeholders in the countries studied, mainly public administration staff and researchers.

CTIC carried out the project for the International Development Research Centre (IDRC).
