GIPO (Global Internet Policy Observatory) is an online platform promoted by the European Commission (DG CONNECT) to facilitate the collection, analysis, and exchange of relevant information on Internet governance. The observatory gives the global community interested in Internet policymaking access to information that is both focused and broad on what is happening and being debated around the Web, in areas such as security, individual rights, and economic development.

GIPO addressed the need to help states, NGOs, and other stakeholders in Internet governance find their way through the volume and complexity of the information generated in international debates on Internet policy, particularly for the benefit of stakeholders from developing countries.

The objectives of the project were:

  • To provide the global community with focused and broad information on the debates surrounding the Internet, across different fields of knowledge (technological, legal, etc.) and for any territory.
  • To encourage the involvement of states, non-governmental organizations, and other stakeholders in international debates on Internet policy.
  • To strengthen the capacities and expertise of stakeholders from developing countries in Internet governance.

GIPO was built around the following pillars:

  • Monitoring platform: development of a technologically advanced tool for collecting, analyzing, and exchanging information on Internet policy.
  • Intelligence engine: unattended content curation using language technologies, which made it possible to automatically monitor and analyze relevant information sources.
  • Stakeholder engagement: specific activities to facilitate the involvement of governments, international organizations, and civil society in the project.

Following a tender (SMART 2014/0026) awarded on December 17, 2014, the European Commission entrusted the technical development of the GIPO platform to a consortium made up of CTIC, P.A.U. Education, and Open Evidence. CTIC was responsible for developing both the platform and the intelligence engine for monitoring and unattended content curation using language technologies.
