HAID: Technical office for the public procurement of innovation of an intelligent data analysis tool

Public procurement of innovation is an administrative action intended to meet an unmet need through an innovative solution. Its objectives are to improve public services through the acquisition of innovative goods and services, drive innovation from the demand side, stimulate it in the business community, and promote its internationalization, using the public market as a launch pad.

The purpose of the process was to acquire an intelligent data analysis tool capable of:

• Preparing and standardizing large volumes of information from multiple, heterogeneous sources.
• Extracting and analyzing both structured data (databases, spreadsheets, open datasets) and unstructured data (reports, records in electronic format, and others).

CTIC acted as the technical office for the process, advising the Centro Municipal de Empresas de Gijón on defining the technology need, on preliminary market consultations, and on preparing the technical tender documentation, providing expert and independent judgment on technology and innovation.
