Impulso Sociedad de la Información: Program to promote the development of the information society and open government in Asturias

Impulso Sociedad de la Información was a program carried out by CTIC between 2013 and 2016, in two phases, with funding from the Government of the Principality of Asturias, to promote the development of the information and knowledge society in Asturias. The first phase focused on defining the regional Digital Agenda and the digital growth lines of the RIS3 strategy; the second, on the digital government axis and the transition toward a more transparent, open, and participatory governance model.

The program was carried out in alignment with the guidelines and priorities of the Digital Agenda at the European, national, and regional levels, and was structured in two successive phases.

In the first phase (2013-2015), under the name Strategy for the development and promotion of the information society of the Principality of Asturias, CTIC worked on:

  • Analysis of the strategic framework and comparison with other digital agendas and smart specialization strategies (RIS3).
  • Development of the Digital Agenda for Asturias and of the guidance document for the RIS3 digital growth strategy.
  • Promotion of citizen participation and transparency processes, as part of the strategic priority of digital government.

In the second phase (2015-2016), the program focused on the strategic axis of digital government, with activities aimed at fostering the transition toward a governance model that placed citizens as the main players in an open government built on the pillars of transparency, citizen participation, and collaboration. The actions carried out included:

  • Outreach actions and actions to build a culture of transparency and citizen participation among Asturian society, in collaboration with other social stakeholders in the territory.
  • Spaces and tools for reflection and awareness-raising aimed at public administrations and Asturian entities affected by the Transparency Law, analyzing the state of the art of open government in Asturias and the role of ICT as a tool for social empowerment.
  • The development of a theoretical model for assessing compliance with good practices in transparency (a transparency label), tested as a prototype in various entities and submitted to the Principality of Asturias together with its conclusions and recommendations.
  • The launch of a Regional Observatory for Transparency and Citizen Participation.
