PeTRAS is a web-based solution that enables any entity to meet the active disclosure requirements set out in Law 19/2013 of December 9 on transparency, access to public information and good governance. The platform allows organizations to enter their data, transform it into open, reusable formats (open data), and publish it on their own website.

PeTRAS addressed the need of the entities bound by Law 19/2013 for a tool that would make it easier to proactively publish their institutional, financial, and procurement information in structured, reusable formats.

The objectives of the R&D project were:

  • To develop a solution that would make it easier to meet the active disclosure requirements established by law.
  • To transform source data into open, reusable formats (open data).
  • To design the construction of open data catalogs applicable to any organization.

PeTRAS is built around the following pillars:

  • Data transformers: conversion of source data into structured information in open, reusable formats (open data).
  • Visualizers: representation of data through tables and charts that are easy to view and interpret.
  • SaaS model: CTIC offers PeTRAS as software as a service (SaaS), which can be integrated into the entity's own website or accessed through a separate microsite.

CTIC developed PeTRAS with its own funds, under the Asturias Program 2014-2015 call, applying its experience in open data and transparency to the design of the platform. Once the R&D project was completed, CTIC brought its results to market through a SaaS business model, providing the service on an ongoing basis to date to organizations such as the Ayuntamiento de Valnalón, the Fundación Cruz de los Ángeles, and the Fundación Laboral de la Construcción, among others.
