STEMO developed a territorial scenario simulation platform applied to urban and territorial planning and land-use management, designed to support the development of active policies to address demographic change and depopulation, especially in rural areas. The solution combined artificial intelligence and multi-criteria decision analysis on spatial data, with a case study on depopulation and population aging in the Principality of Asturias.

STEMO addressed the need to provide public administrations with tools to support decision-making in the face of demographic change, a challenge that is especially acute in rural territories. The platform was based on the philosophy of Spatial Decision Support Systems (SDSS) and made it possible to simulate alternative territorial scenarios to guide planning.

The objectives of the project were:

  • Develop a territorial scenario simulation platform applied to urban and territorial planning and land-use management.
  • Combine artificial intelligence techniques and multi-criteria decision analysis on spatial data, with the capacity to process large volumes of data.
  • Validate the solution through a case study focused on depopulation and population aging in the Principality of Asturias.

The areas around which STEMO was structured were:

  • Scenario simulation: the platform made it possible to model and compare alternative territorial situations to support decision-making.
  • Interoperability and scalability: the architecture was designed under W3C standards, ensuring its interoperability and its capacity to grow.
  • Territorial case study: application of the platform to the problem of depopulation and population aging in Asturias.

CTIC developed STEMO, applying its experience in artificial intelligence, data technologies, and W3C standards to the field of territorial planning, with the aim of providing useful evidence for the design of public policies to address the demographic challenge.
