Telecomunicaciones en Asturias: Telecommunications coverage and needs in the Principality of Asturias

The project addressed the need for georeferenced information about the territory in the field of information and telecommunications technologies, with particular attention to rural and peri-urban areas, where precise knowledge of coverage is decisive for guiding deployment policies. The approach was taken from an open data perspective, so that the information generated would be available for reuse by any interested party.

The objectives of the project were:

• Collect thematic information that lacked geographic representation and convert it into geographic information layers.
• Provide those layers with the appropriate metadata and structure in accordance with current regulations.
• Generate derived information through spatial analysis of the data.
• Project the result onto an open, interoperable visualization system that would facilitate the reuse of the information.

The areas around which the project was structured were:

• Generation of geographic information: transformation of thematic data with no spatial component into structured geographic layers documented with their metadata.
• Spatial analysis: exploitation of the generated layers to obtain derived information on coverage and needs in the territory.
• Data openness and reuse: publication of the results in an open visualization system, in compliance with the National Interoperability Framework and the requirements for public sector information (PSI) reuse, the regulatory framework governing third-party use of data generated by public administrations.

CTIC developed the project, applying its experience in geospatial intelligence, open data, and interoperability standards to the understanding of telecommunications coverage in the territory of Asturias.
